Abstract:

UNESCO’s Intergovernmental Council of the International Program for the Development of Communication (IPDC) unanimously endorsed this new set of media development indicators proposed by a specially appointed international expert group. The expert group included the author of the paper Andrew Puddephatt, former Executive Director of the freedom of expression NGO Article 19 and current Director of Global Partners and Associates; Alfred Opubor, Secretary-General of the West African News Media & Development Center (WANAD); Bill Orme, Advisor for Media Development at UNDP and former Executive Director of the Committee to Protect Journalists (CPJ); and Toby Mendel, Law Programme Director at ARTICLE 19.
