Abstract:

The report is a large scale stock-taking of the current state of universal access policies, practices and experience in the region, and is a comprehensive collection of regional regulatory overviews, definitions, gap analysis developed for the study and in-depth case studies of universal access projects that have tackled different problems impeding connectivity.
