Los Centros de Competencias Digitales (CCD), telecentros o centros de alfabetización digital, según algunas de sus denominaciones, comenzaron a desplegarse en España en la década de los 90, en un contexto social y económico particular, en el albor de unas tecnologías que cambiaron por completo la sociedad, como los ordenadores personales, Internet y las comunicaciones móviles.
A lo largo de estos años, los telecentros han evolucionado, pasando de ser centros de acceso gratuito a Internet y formación básica en herramientas tecnológicas, a ser centros de referencia para el impulso de las competencias digitales donde se genera un importante volumen de innovación ciudadana ligada al uso de la tecnología.
La transformación digital en la que está inmersa toda la sociedad hace necesario un cambio de enfoque y evolución de los servicios ofrecidos por los Centros de Competencias Digitales. En este nuevo contexto y futuro inmediato, se requiere una ciudadanía mejor formada digitalmente, capaz de participar de diferentes modos en un mundo donde estas tecnologías no sólo son omnipresentes, sino que están provocando una profunda transformación tanto en las relaciones sociales como en el mundo laboral.
Los Centros de Competencias Digitales deberán ser capaces de anticiparse y reaccionar para identificar cuáles son las nuevas necesidades y qué nuevos servicios pueden ofrecer a la ciudadanía, tanto desde la perspectiva social como laboral.
Este estudio pretende definir un amplio conjunto de servicios hacia el que tenderán los actuales Centros de Competencias Digitales para responder a los nuevos retos socioeconómicos que se prevén como consecuencia de la transformación digital. El objetivo es ofrecer una visión estratégica de las soluciones que podrían ofrecerse en estos centros de referencia para el impulso de las competencias digitales y la transformación digital de la ciudadanía, constituyéndose como instrumentos clave para desarrollar las políticas de Sociedad de la Información y Agenda Digital de los Gobiernos regionales y locales.
