Government as a platform for open social innovation

Open social innovation is defined as “the creative destruction that aims at making up new processes that can be appropriated by the whole of civil society” (Peña-López, 2014).

One common denominator that can be found in successful initiatives that deal about political participation and engagement is that they use ICTs to remove barriers and/or equal the ground of participation (leaping the knowledge gap), create new platforms and projects shared by broad and multi-stakeholder communities (new processes phase) whose outputs and outcomes positively impact on the community and, at the same time, achieve reasonable levels of economical and especially social (self)sustainability (leveraging quadruple helix).

In the figure below we have drawn a scheme that aims to synthesise the common points that we have found in our review of cases and that are also pointed at in the literature. In the following sections we will explain how the initiatives we analyzed address each of the four layers into which we schematized their operational design and why addressing every layer is crucial for the final success of the project.

The point of departure: socio-economic status and the knowledge gap hypothesis

In 1970, Tichenor et al. showed how mass media consumption did not necessarily had an evenly distributed positive impact on people’s knowledge. On the contrary, the impact depended on the point of departure, being much more significant on more highly educated segments of society. Thus, exposition to information depended on socio-economic status and did not add up to the pre-existing knowledge levels of the population, but had a multiplier effect: educated people will do better, uneducated people will do worse.

This “knowledge gap hypothesis” has proven true not only related to information coming from mass media, but from other knowledge devices such as public libraries (Neuman & Celano, 2006), the Internet in general (Bonfadelli, 2002; Selwyn et al., 2005; Van Deursen & van Dijk, 2013), instructional technology (Warschauer et al., 2004; Warschauer, 2008; Warschauer & Matuchniak, 2010; Horrigan, 2016; Patterson & Patterson; 2017) or social media and e-participation platforms (Yang & Zhiyong Lan, 2010; Anduiza et al., 2012; Robles et al, 2012; Schlozman, 2012; Gainous et al., 2013).

Successful participation usually address as a first stance this situation. When addressing inequalities is not their first stance —such as in the case of projects explicitly addressed to employment— most projects include accompanying measures that aim at leveling the ground so that, according to their means, all players can engage in equal conditions.

At this level, which we call the point of departure, it is important that there are instruments that contribute to leap the knowledge gap by providing basic and operational resources that enable objective choice (Welzel et al, 2003).

In general, this stage is especially suitable for policies and programmes that address basic needs of the youth in particular and the citizenry in general. Beyond the obvious fact that individual development and progress is good per se, we want keep on stressing the fact that we have already stated: further measures to empower citizens will only work as desired if there are former leveling initiatives. Thus, formal education initiatives or employment programmes should be thought as a pre-requisite of higher level measures so that these can act as appropriate multipliers.

The micro level: enabling the social tissue

Once individuals are in (more or less) good conditions to be actual and active citizens, what naturally comes is that they coordinate to collectively promote initiatives. The more intertwined these citizens and their respective collectives are, the more resilient, sustainable, scalable and replicable their initiatives are. If basic conditions are a requisite for leveling participation and thus avoiding the unwanted outcomes of the knowledge gap, a tight social tissue increases the possibilities of success of a given social initiative.

Projects that plan ahead in this train of thought, design devices to enable social tissue creation or to strengthen the existing one. Financial resources, facilitators (such as social workers), members of the Administration or researchers that bring in background and context, etc. contribute to this goal.

Not surprisingly, face to face initiatives are more common at this stage, as they are welcome as better weavers of this social tissue. On the other hand, at this stage it is also worth noting that local leaders easily emerge when grassroots movements are fostered.

Being crucial the strengthening of the social tissue, local leaders and grassroots movements, the role of the government has to be stealth: the government thus becomes a platform that provides context, facilitates and fosters interaction while staying in the background. Attempts of the government to move to the forefront are usually perceived as patronizing or intrusive, and thus have a discouraging effect.

At this stage, Internet and social media initiatives should be addressed towards access to information and knowledge management, especially in knowledge-intensive sectors of both the productive economy and the civil society. But not only, digital skills on building digital personae or digital identities are key at this level so that the weaving of the social tissue can go beyond the local arena and, as we will see below, overcome barriers of time and space and enter the field of networking.

The meso level: weaving the networks

Citizens are usually part of different collectives and collectives usually operate at different levels or layers. Networks contribute to the exchange of knowledge between scattered individuals and collectives which would otherwise act as isolated nodes.

But not only networks contribute to the articulation of collectives of collectives, but also contribute to the diversification of the typology of individuals and collectives involved in a given initiative. Networks become useful instruments to articulate multi-stakeholder partnerships —formally or tacitly— and, if well balanced in their nature, these networks can promote interactions and exchanges between governments, higher education and research organizations, the industry and civil society organizations. The Quadruple helix model of innovation posits (European Commission, 2016) that only such kinds of interactions between these four types of actors can really produce innovations that do respond to the needs of the society at large.

We have found that the synchronization of layers is achieved by successful projects by means of networks. And that this synchronization is most of the times achieved by means of online platforms and other digital constructs.

At this point, digital literacy (information literacy and media literacy) become a key aspect for further developments. On the one hand, because networks (either facilitated by digital means or not) have a logic that is much different from industrial hierarchical models. On the other hand, because, when powered by digital platforms, its mere operation does require capacitation in a broad range of digital skills.

Networks, in a knowledge society, heavily rely on the gift economy and the ability to concentrate and distribute information that can be applied locally as knowledge. It is thus worth bearing in mind the complex constellation of literacies and competences that can be labelled as digital skills: technological literacy, informational literacy, media literacy, digital identity or e-awareness are just some of the names and concepts that are part of a set of skills that enable or foster other ones like creativity, teamworking, leadership or critical solving – or, in other words, XXIst-century skills (Ananiadou & Claro, 2006; OECD 2016a, 2016b).

The macro level: mainstreaming and institutionalization

If weaving the social tissue was the way to leverage the potential of now equal and individual citizens, institutionalization is the way to leverage the potential of quadruple helix-like networks.

Many projects aim at raising their goals at the upmost level and seeing them going mainstream. Only institutions, through regulation and policy-making can realize this aspiration.

Of course, most projects do not get to see their designs mainstreamed, especially during their limited time-spans. Thus, their proxy goal to mainstreaming and institutionalization is visibility. Successful projects are strong in advocacy and awareness rising, and they do it in two opposite directions. Firstly, as we just stated, by looking “up” towards the institutions, by showcasing and modelling, by comparing with other related projects. Secondly, by looking “down” to their communities, by assessing and evaluating their impacts, providing feedback to their citizens.

This double aim —mainstreaming by “looking up” and laying strong foundations for social sustainability— are typical of successful projects.

It is interesting to note how this stage is both the end of the process but also the beginning of a virtuous circle.

On the one hand, it aims at creating social infrastructures —policy, regulation, institutions— so that the benefits of the projects can become structural and not temporary, as embedding them in established and stable social structures are the best bet for replication, scalability and sustainability at large.

On the other hand, by establishing a dialogue with the citizens and looking for the individual impact, they address —this time with a top-down approach— the socio-economic layer where the whole process began in the first place.

The importance of the context and the human factor. A reply to ‘The OLPC Correlation With MOOCs’

Óscar Becerra has just written The One Laptop Per Child Correlation With Massive Open Online Courses where he compares the OLPC project with MOOC initiatives.

In a nutshell, the Becerra argues that MOOC should not be compared to other higher education initiatives or institutions, but to what MOOCs can bring to “non-users” of education, as the OLPC should be judged not in comparison to schools, but in comparison to “non-schools”, that is, no educational institutions at all.

I mostly agree with the author, but there are some omissions that are very worth being mentioned… as they may place us, at least, in a more sceptic point of view. Or, in other words, nor may MOOCs might be compared with a comprehensive and affordable educational system and neither should the OLPC be compared with the total lack of alternatives.

First of all, it just happens that education is not about the apprehension of content, but about transforming information into knowledge. Or, in other words, education is about empowerment. Quite often forgotten, there are two kinds of MOOCs: connectivist MOOCs (cMOOCs) and non-connectivist MOOCs (xMOOCs). While I find the former empowering, the latter I find them not: just an interesting but mere channel of content distribution. Unfortunately, cMOOCs are rarely dealt with and only xMOOCs are the ones being discussed. Like the article in question. Thus, comparing a non-empowering tool like xMOOCs to a supposedly empowering tool, like the OLPC, is a difficult exercise to do.

Education, empowerment, or development, on the other hand, do not happen in the void, but in a given context. A personal context. A personal starting point. And there is increasing evidence that one’s starting point will tell whether one will improve or worsen one’s situation with a given tool, e.g. laptops or MOOCs. We call this the knowledge gap hypothesis and there are many examples on how public libraries, access to newspapers and information, or laptops in the classroom have a multiplier effect: if you’re in a good position, you’ll do better; if you’re in a bad position, you’re very likely to do worse. So, what is the position of these “non-users” that have now access to the OLPC device or to a (c)MOOC?

Last — and very related with the previous point —, development or empowerment is not only about the existence of individual resources and the possibility to use them, but the personal will or emancipative value to want to use them. Welzel, Inglehart & Klingemann called this the having the objective and the subjective choice of development (to which we have to add effective choice, of course).

Indeed, our last point summarizes the first point (access to MOOCs seen as objective choice) and the second one (the knowledge gap hypothesis as subjective choice).

And there are two common issues in our three points: context and the human factor. Context of the user, both the exogenous context (the socio-economic status, their community, etc.) and the endogenous context (level of education, mental and physical health, etc.), both of them determining what will happen with the objective choice. And the human factor as the facilitator or enabler, which will guide the objective choice through subjective choice into effective choice — again determined by the context provided by legal and cultural framework.

So, MOOCs can be compared to the OLPC in the sense that they both provide good tools to “non-users” of education, but I would refrain myself to say that they both, by themselves, provide rough alternatives to the educational system. Not by themselves.

Book Chapter: Key factors for successful ICT4D projects: How can telecoms contribute.

ESADE‘s Institute for Social Innovation has just published a new book authored by Mar Cordobés and Beatriz Sanz, and coordinated by Sonia Navarro: TIC, desarrollo y negocios inclusivos [ICT, inclusive development and businesses].

The book deals about Information and Communication Technologies for Development (ICT4D) but, provided that ESADE is a business school, the approach heavily relies on the role of businesses in achieving this development through ICTs.

The book begins with two initial chapters on ICTs in social inclusion and the role of global businesses in development under the approach of “inclusive markets”. The second part of the book is made up by an analysis of several cases in the field of e-commerce, e-agriculture, learning and training, e-health, e-governance or online volunteering, to name a few.

Part III devotes three chapters to the conclusions and advice for policy-makers, being Part IV four more chapters written by invited contributors (amongst them, yours truly):

  • Manuel Acevedo: ICT and human development in Latin America.
  • Mireia Fernández-Ardèvol: Mobile communication and social development in Latin America.
  • Ismael Peña-López: Key factors for successful ICT4D projects: How can telecoms contribute.
  • Vanessa Frías-Martínez: Mobile phones and emergent markets in Latin America.

In what concerns my book chapter, Key factors for successful ICT4D projects: How can telecommunication businesses contribute to the advancement in ICT4D, I begin speaking about general concepts like development, the Information Society and their relationship. I go on stating that digital infrastructures do not necessarily lead to social development, being them “only” a necessary but not sufficient condition that goes in parallel with other important aspects such as a powerful industry, digital literacy, a regulatory framework, or a wide supply of digital content and services.

I end up listing what I think are the three main roles for telecoms in ICT4D:

  1. To lower down the “last” barriers of access in what refers to infrastructures: usability, accessibility and affordability.
  2. Once physical access is no more an issue, to work for utility, capacity and e-awareness. That is, to raise awareness not only on what can ICTs can be used for, but on how they are transforming our lives and creating new arrays of exclusion for those that do not skilfully use them.
  3. Last, but not least, to mind the context: ICTs are a tool and, as such, they multiply the reality they are used in. In this sense, it is very important to remind that ICTs stand for “information” and “communication” technologies, and thus the knowledge gap is a hypothesis that is increasingly been backed up with evidence.

Leadership in a digital age: networks, digital competence and social networks

I have been lately involved in four events related to how businesses should address a change of era from an industrial age towards a digital age in general, and how to step inside of social networking sites in particular. The macro view I presented it in August in Santiago de Chile (virtually) at The Project‘s Managing XXI – Executive Skills for a Digital Economy training programme, and in twice in November in Barcelona, at the Spanish edition of The Project‘s Managing XXI – Executive Skills for a Digital Economy. The micro vision I spoke about it at the Jornada per a emprenedors “Xarxes socials” [Entrepreneurs’ Conference on Social Networking Sites], in Tortosa (Spain).

When we speak about leadership in a digital age, we use to list plenty of “new” skills that the “new” leader should have, namely: problem solving, critical thinking, team-working, etc. While I might share this or any other combination of skills that one may make up, the problem I find with this approach is that it focusses too much on the consequences and not on the cause, on trying to deal with the resulting scenario of the deep changes we are witnessing instead of trying to understand the causes behind that very same change. In other words, most lists of 21st Century Skills are symptomatic when they should be systemic.

In the following interview (in Spanish) for The Project I tried to depict what is a leader in a digital era and, by construction, what is an “Enterprise 2.0” — a term with which I do not feel very comfortable, but that everybody seems to understand (which is what matters).

The baseline is that we have succeeded in digitizing information and communications, with two major consequences: the end of scarcity and transaction costs, and the substitution of human mind-work by machines. In this context, two main strategies arise:

  • The substitution of hierarchical structures by horizontal networks, which imply being able to work very differently, enabling connections.
  • The need to master digital skills — a complex set of — as the new landscape is digital.

Networks

In an industrial society, goods are scarce (apples are not infinite, nor are sheep or any other resource) and working with them requires transaction costs.

Hierarchies and intermediaries used to be efficient and effective ways to cut down transaction costs while working with scarce goods. Information — which was embedded in physical supports as books or brains, both of them scarce — was also scarce and costly to handle. Thus, decision making had to be centralized: only the one on top would be able to have all the information necessary to make an informed decision.

When we digitize our inputs (information), the way we apply labour (knowledge), capital (computers), and our output (information and/or knowledge), goods become non-scarce (as material goods used to be) and dealing with them (storage, “handling”, transformation, distribution, etc.) becomes costless.

The hierarchical architecture becomes now a burden: information has to artificially circulate along the chain of command, infringing an added cost in matters of time and, sometimes, matter. When information is abundant and transaction costs are few, networks are more effective and efficient than hierarchies. That is a fact.

In a digital society, the good leader is the one that enables the network to be, to run smoothly, to create connections between all the nodes, to shift the process of decision making to the nearest and most appropriate node, more likely to be much more knowledgeable about a specific matter than any other node in the network.

Digital skills

Not only understanding that the network is the new architecture is what is needed, but also being able to live in it. And as networks are boosted by digital technologies, a collection of digital competences apply.

An explanation of such a collection can be found at Towards a comprehensive definition of digital skills. I will just list them here:

  • Technological Literacy: HOW
  • Informational Literacy: WHAT
  • Media Literacy: WHERE
  • Digital Presence: WHO
  • e-Awareness: WHY

When asked for an example where all these skills can be put into practice, I like to cite Analyzing digital literacy with a single simple tweet, where each and every conception of digital literacy can be explored by using a message on Twitter.

Social networking sites

A typical question that usually comes at this point is whether firms should be on social networking sites. In an interview (also in Spanish) entitled Redes sociales: ¿oportunidad u obligación? (Social networking sites: opportunity or obligation?) I talked about this.

The main points of the interview are the following four:

  • Living in the social networking sites is both a problem and a requisite of the “new times”. On the one hand, as social animals, we have to acknowledge that social networking sites are boosting our social potential: committing with a cause, hanging out with friends or engaging in collaborative work are much more easy when gone digital. On the other hand, if we are knowledge workers (and we increasingly are), social networking sites are tools which usage we should master.
  • Digital technologies are becoming general purpose technologies. This means that each and every aspect of our lives will be affected and transformed by digital technologies. And now that we just added the “social layer” onto the Internet, we will never more be able to tell a social networking site from the “rest of” the Internet and vice versa.
  • This is a change of era, not a collection of small changes. Institutions will be radically transformed as will be the concept of citizen (or worker, in the context of businesses).
  • Thus, we have to acknowledge and understand those changes. And we have to acquire the necessary (digital) skills to deal with the new scenario that is unfolding before our eyes.

Analyzing digital literacy with a single simple tweet

Two years ago, in Towards a comprehensive definition of digital skills, I depicted digital literacy according to five different categories, being those categories technological literacy, informational literacy, media literacy, digital presence and e-awareness (please see the paper From laptops to competences: bridging the digital divide in higher education for a thorough explanation about those concepts):

Explaining these concepts with a single example (that is, all the concepts using the very same example for all of them) is not always easy, so you end up using different examples with each category or concept. Today I just found that single example that can be used to explain all of them.

On 3 june 2011, Brian Lamb, strategist and coordinator with UBC’s Centre for Teaching, Learning and Technology, tweeted what follows:

This tweet seems coded by the Enigma encryption machine. Decoding it definitely requires much more than what the usual definition of digital literacy implies, but a complex set of skills or competences as the one described above:

  • Technological literacy: Easy at it may seem at first sight, many people just do not get how twitter works. It is as simple to operate (“just a 140 car. message”) as complex to understand how it works as a whole. Add to this that you have to be following either @brlamb or any of the hashtags to be able to notice the new tweet. And that you can follow them in several different ways, including different technologies, platforms and devices. Definitely, not that easy.
  • Informational literacy: There are three kinds of links in Brian Lamb’s tweet. At least two of them feature “strange” signs (@ and #) and the other one looks (or maybe does not) like your usual link, but lacking the http:// part (not to speak about the www.). Informational literacy is about telling the difference from those different links, what do they mean and where do they head towards if one clicks onto them. Informational literacy is about being able to find out that @grantpotter and @cogdog are two people (that’s more or less obvious once you’ve clicked on the respective links), that #ds016radio is the free streaming station used for the Digital Storytelling MOOC course, and that #etug refers to the Educational Technology Users Group Spring 2011 Workshop. Easy to find out for the experienced user, those last two do require an effort for the unexperienced one.
  • Media Literacy: The tweet is accompanied by an image. Its meaning is absolutely related to the information gathered in the tweet (as one would expect) and so it completes the message. Nevertheless, media literacy is not about the image, but about the crossmedia and crossplatform factors implied by that tweet. The actual message is that for you to get the whole piece of information you have to browse at least 4 websites (Twitter, with information about the profiles and the hashtag timelines; the course, the radio station and the event website) and then you have to tune in yet another device to listen to the actual radio. Indeed, the word “simulcast” already warns you that it will be much more complex than opening a book, sitting and reading. Add to this that you can add your soundcraft to #ds106 radio, by using DROPitTOme, a way to operate Dropbox. Oh, and yes, the image was uploaded to a companion service to Twitter, yfrog. Let us acknowledge that this cloud computing thing is a complex one to say the least.
  • Digital presence: It is very different identifying who the author or who the people mentioned in of the tweet are, from knowing what is their relationship and what is the meaning of them being together doing what is told in the message. But, more important than that, is what will imply for you being related with them. Answering or retweeting Brian Lamb’s message will tell everyone that you are interested in instructional technology. Following Brian would reinforce that message, and being followed back by him and/or other people from his closest professional network can end up implying the fact that you indeed agree with the ideas that this network more or less share: educational resources should be open, learning should strongly be based on building (constructivism) and remixing and working with your peers (connectivism), education has a way out of institutions (edupunk), and so [by the way, my apologies for the simplifications]. There are many messages whose information is about who you are rather than a transmission of rough data.
  • e-awareness: Taken at a systemic level, Brian Lamb’s tweet talks about very important things. We have just mentioned connectivism or edupunk. But implicit in the message’s 126 characters is the understanding of what is a massive open online course (MOOC) or how an amplified event works. Full understanding of the tweet requires awareness on how information and communication technologies are (or are potentially) changing the landscape of education, how the educational system and educational institutions are being threatened on their very same core and foundations, how the roles of teachers are (or should be) shifting from lecturers to mentors, etc. E-Awareness is about knowing the systemic and strategic implications of living in a knowledge society; and, implicitly, that tweet is talking just about that.

Now, those are 126 characters charged with meaning. If a single simple tweet requires so much digital competence, what is needed for living your daily live at full throttle? What for the exercise of democracy and citizen participation? What for health? What for education? What for love and friendship?
