In my job, counselling NGOs to take (or not to) the path of e-learning, we find sometimes people that
(a) don’t need an e-learning programme at all
(b) they do, but they don’t have the slightest idea of what this will mean to them and their organisation
So, making the correct questions is a good way to get started.
