Las Tecnologías de la Información y la Comunicación (TIC) ofrecen nuevas posibilidades y nuevos retos a las sociedades en vías de desarrollo y subdesarrolladas. Aunque el debate suele estar centrado en las infraestructuras y, a veces, también en la capacitación, aún están por explorar la mayoría de posibilidades de dichas infraestructuras y la capacidad de manejarlas: el acceso a contenidos y servicios en línea.

A continuación presentamos un modelo de trabajo encaminado a ofrecer formación en línea de una forma económicamente sostenible, flexible, de alta replicabilidad, centrada en la disponibilidad de materiales docentes con licencia gratuita de uso existentes en la red, plataformas de e-learning de uso libre (entre ellas las de programario libre) y la concurrencia de voluntarios virtuales como recursos humanos altamente cualificados aunque sin ánimo de lucro.

Information and Communication Technologies (ICT) bring new possibilities and new challenges to underdeveloped societies. Though the debate is usually centered in infrastructures and, sometimes, capacitating, there is a huge lack in their effective application: content access and on-line services.

What is here presented is a working model focused to offer on-line training in a way economically sustainable, flexible, of the highest replicability, centered in free licensed learning objects availability that can be found in the Net, free of use e-learning platforms (amongst them, free / open source software) and the concurrence of online volunteers as human resources highly qualified but with a non-profit aim.
