The RTI Rating is a system for assessing the strength of the legal framework for guaranteeing the right to information in a given country. It is limited to measuring the legal framework, and does not measure quality of implementation. [...] The RTI Rating was developed by Access Info Europe and the Centre for Law and Democracy. The Centre for Law and Democracy is an international human rights organisation based in Canada which focuses on promoting foundational rights for democracy, including the right to information, freedom of expression, the right to participate and the rights to freedom of association and assembly. The total rating is made after a selection of 61 indicators, grouped into seven main categories:
