From laptops to competences: bridging the digital divide in higher education

Most of the existing literature that deals about the digital divide in the educational system focuses either on schools or in universities, but rarely we do see a vertical approach where the system is taken as a whole. In this paper we will relate initiatives that aim to bridge the digital divide with the state of the situation in higher education. We will disagree in policies that focus in infrastructures (i.e. laptops), as they mostly leave digital competences unattended, leading to (or not helping to fight) a big digital void in universities in matters of skills. We will end by drafting what we think would be a general framework to define digital skills so that they are included in syllabuses all along the educational path.
