Abstract:

This white paper benchmarks countries by their levels of internet penetration and by the rate of growth in their internet populations. It provides countries performing poorly in each benchmark group to identify successful policies in countries at similar stages of economic development that are performing more strongly.

Countries are benchmarked against those of similar size and economic development and successful ‘digital pacesetters’ (with relatively high penetration and high growth) and ‘digital leapfroggers’ (with relatively low penetration but high growth rates) identified for each benchmark group of countries.

This unique approach allows for fairer comparison of country performance than traditional international league tables of internet penetration and allows for the identification of successful policy initiatives in leading countries in each benchmark group.
