Abstract:

bridges.org have set out the 12 criteria which determine whether or not people have "real access" to technology; i.e. access that goes beyond just physical access and makes it possible for people to use technology effectively to improve their lives. [It also] examines the effect of access to technology that goes beyond simple physical access and has the potential for real impact on the lives of people in developing countries.
